Jason Schmer
Chief Strategy Officer
Jason has 25 years of experience in technology and operations across multiple industries including manufacturing, logistics, medical and transportation. 2010 IBTTA Leadership Academy graduate with over 12 years engaged in the tolling space. Multiple exits with latest sale a $180M purchase largely based on growth of tolling division, a $40M / yr. business unit Jason started from scratch.
Martin Maldonado
Chief Operating Officer
Martin has 30 years of experience in technology and operations having run several large-scale tolling facilities and facilitated the startup of what is now TxTag. Martin also ran Miami Dade Expressway operations, both of which are in the top 10 agencies in the United States in terms of transactional volume. 2013 IBTTA Leadership Academy graduate with over 15 years engaged in the tolling space.
David Hertwig
Chief Information Officer
David has over 30 years of experience in Information Technology, of which nearly 15 has been in tolling and transportation. He managed the initial back-office systems delivery for the opening of TxTag and Ohio River Bridges programs. He has extensive experience directing the development of new back-office and image review systems as well as integration with 3rd party vendors' toll systems. David is a 2023 IBTTA Leadership Academy graduate.
Barbara Fugler

Barbara has been involved in every facet of the financial affairs of the company. Before joining the company, Barbara had an extensive career in the service industry, with emphasis focusing on accounting, client relations, industry standards, compliance, training, and development. Kirk Logan
SVP of Strategy
Kirk has been with Global Agility since 2016 acting as the primary client relations manager. In this role, he manages program solutioning, pricing, negotiates contracts, is engaged through implementation, and focuses on continuous improvement to ensure long-term client growth and success. He is a graduate of IBTTA’s Leadership Academy class of 2019 and brings more than 5 years of experience working in tolling and large-scale transportation projects.
Rhonda Diaz
Director, Client Operations Management
An accomplished operations/customer service manager, Mrs. Diaz has more than 13 years’ experience managing call center operations, leading teams and consistently delivering organizational improvements and surpassing expectations. Recognized for her ability to achieve results through leadership, teamwork and exceptional customer service. Prior to working for Global, Rhonda worked at Municipal Services Bureau as an Operations Manager where she managed operations for the Central Texas Regional Mobility Authority (CTRMA), and the Ohio River Bridges (ORB) program.
Billy Blackman
Senior Director of Client Operations (CC)
Billy Blackman has 15 years experience in Tolling and Operations. His primary responsibility is to execute Global Agility's Customer Service and Collections contracts. Before joining Global Agility, Billy worked as the Tolling Operations Manager for the Central Texas Regional Mobility Authority (CTRMA) overseeing and implementing the Pay By Mail (PBM) program and Back Office System.
Paul Hartley

Paul Hartley has over thirty-five years of covert operational experience, training delivery and training management experience. His portfolio includes operational deployments and training management across the globe. He commenced employment with Global Agility Solutions in December 2016.
Reynaldo Galang

Reynaldo R. Galang Jr.oversees the operation across all sites. Reynaldo has been with the company since 2019 and has over 10 years of experience in shared services and BPO environments. Before Global, Rey worked for Emerson Electric as a Quality Engineering Team Leader, as well as American Power Conversion as an Electrical Platform Engineer and with Intel as a member of the Product Engineering Team. Racquel holds a B.A. in Psychology from the University of the Cordilleras. She has gained her 10 years of experience from various industries that made her passionate about working with people. These experiences helped widened her knowledge and expertise in different facets of Human Resources Management such as recruitment and selection, compensation and benefits, employee relations, performance management, and payroll.
Tey Rapada
Operations Manager, Image Review, Baguio, PH
Tey has been with Global Agility Solutions since 2017. As Operations Manager for Image Review, Tey was a former Quality Evaluator. She manages the day-to-day operations in the Philippines for Image Review. Prior to working for Global Agility, Tey was a Quality Evaluator for Convergys (now Concentrix). She has a BS in Industrial Engineering from St. Louis University, Philippines.
Raymund Nilo
Call Center Operations Manager, Baguio, PH
Raymund has 12 years of experience in project management, business process outsourcing, customer service, collection, IT, and software development. He has helped implement and launch accounts in the call center, oil and gas, and tolling industry at the company since 2014. With an initial investment of $10,000, he turned a two-agent freelancing contract in 2014 into a startup company with 270 agents by the end of 2016. Raymund has a B.S. in Electronics Engineering from Saint Louis University, Philippines.
Diana Colal

Hi, I'm Diana Colal. I started at Global Agility in 2016 as one of the pioneers on the Enverus account. In my roles, I had the opportunity to help build good relationships with clients which resulted in more Enverus accounts here at the Baguio site. Enverus offers various projects related to Data Analysis, IT, and Engineering which is a good opportunity for us to try a new type of work apart from Image Review and Call Center. I hold a Bachelor's Degree in Business Administration with 7 years’ experience in people management and currently manage all the Non-IR accounts and the incentive program of Philippines and Vietnam sites.

A diligent Human Resource Manager with 25 years of experience leading impactful HR strategy for continued company progression. Knowledgeable about changing industry and employment market demands, Thanh’s expertise includes benefits administration, compensation structuring and recruitment, and is adept in motivating compliant HR, payroll, and recruitment teams.
